A law recently passed has abolished
the mandatory drug test required for driver's license applications and
renewals. People applying for a new driver's license or renewing their expired
licenses at the Land Transportation Office (LTO) will no longer pay Php300-Php350
for their drug test at the various testing centers accredited by the said Government Agency.
The
reaction of the public as well as the license applicants were mixed. Some said
that eliminating the obligatory drug analysis will increase the number of
accidents caused by drug crazed drivers on the road. While others lauded the
new law for getting rid of a regulation that has failed to curve and prevent
addicts from wreaking havoc on our motorways.
Sen.
Vicente Sotto III said that the old law that provides for the obligatory drug
tests for drivers has not proven effective in putting a stop to road accidents
caused by drug addicted motorists and drivers so it's better to scrap it. I agree
with this move made by a former slapstick comedian turned Senator.
If
millions of drivers are passing their drug tests every time they renew their
licenses then it only means one thing, these testing centers are ineffective,
worthless and worse than useless. I bet that when an applicant fails his drug
test, all he has to do is pay an extra fee to fix his problem.
The
LTO Officials as well as Drug Testing Center owners and employees are
protesting the new law. They are saying that doing away with the required drug
tests will increase road accidents as well as cause thousands of unemployed drug
testing personnel. That's understandable, the LTO personnel probably receives
percentage or bribes from the testing centers. Remember, these are Government
employees so Graft and Corruption is their way of life.
As
for the Drug Testing owners and personnel losing their business and employment,
maybe the Government should legalize and allow drug pushing, prostitution, jueteng
and everything illegal so that everybody can keep their jobs and profit
making!!!
A
new law "Driving Under the Influence of Alcohol or Drugs" will
replace the mandatory drug tests with a gadget that will be used to measure the
amount of drugs or alcohol in his system if a driver gets involved in a road
mishap and heavier penalties will be imposed on the culprit.
