The Cash for Work Program of the Department of Social Welfare and Development (DSWD) that was designed to help the victims of Typhoon Pablo in Compostela Valley was pocketed by local officials. According to the locals that worked in the said government plan which was implemented to help the typhoon victims in rebuilding the battered region and to earn extra income for their basic needs, they never got paid for their efforts.
Most of the workers were shocked and dismayed to discover that their payslips were already signed and collected by unknown persons. These poor folks have been suffering from hunger, poverty and torture of losing loved ones from the typhoon and they get screwed by the local officials that they have elected in office. Simply put, these needy, destitute and hapless victims got robbed!
The DSWD said it will investigate the matter and make those responsible accountable for their crimes but we all know that this is bullshit. This country is famous for GRAFT AND CORRUPTION and for conducting various forms of INVESTIGATIONS but nobody goes to jail except the petty thieves and muggers. As for the public officials and politicians that steal millions and billions of public funds, they will never get to see the insides of a jail cell.
The best example of this scenario is ousted Pres. Ferdinand Marcos, evicted Pres. Joseph Estrada and former Pres. Gloria Macapagal-Arroyo. They are simply exiled, put in house arrest or in hospital arrest. In this country, if you are rich and powerful then you will never to jail.
That is why these crooked politicians are not afraid to steal public funds because they know that they will never be arrested or jailed for their crimes. Yup, crime does pay in this country...and it pays well! Scumbags!!!
