New Boss, New Deal...

     A contractor/supplier who won a Government bidding to supply the Bureau of Fire Protection 4,000 fire helmets, fire suits, gloves, boots, etc. is complaining to the media that the new Fire Chief has cancelled the contract. The private contractor said the Php240Million contract was awarded to their company after winning in the Government bidding but it was suddenly put on hold by the newly appointed Fire Bureau Chief.

     News reporters asked the new Bureau Chief about the reasons why the contract was cancelled and he said it was under review to prevent any anomalies or irregularities. The contractor is crying foul as she said her company won the bid legally and therefore they have the right to supply the much needed firefighting equipment immediately.

     The fire department of this country is in bad, bad shape, most towns don't have fire trucks and most of the firemen don't have the proper equipment to fight fires. It would be a great help if they are given better and improved gear to use. So why did the New Fire Chief annul the contract despite the urgent need and importance of the fire fighting paraphernalia? It's really simple. It could be true that he's only reviewing the contract to prevent any unlawful acts or to prevent substandard equipment from being delivered or.....

     He wants to cancel the old contract so another bidding would take place. Why does he want to have a new bidding for the new equipment? So new bidders would give him grease money and probably provide him with percentage or commission in the Php240Million deal. In the Philippines, you don't win Government Contracts or bidding's by being honest or by giving the lowest price. You get contracts because you gave lots of grease money to the right hands and because you assured the right people that they will get more money after the contract is paid.

     The new Fire Bureau Chief is just implementing the standard Operating Procedure (SOP) in the Philippine Government. It's really a very simple procedure: Give me lots of money so I get rich and happy and you get your contract signed and approved. That's the bottom line, dudes!
